Depuis que dans les années vingt, des pionniers du cinéma et du théâtre
Il n'empêche : les écrans ont beau se multiplier autour de nous, l'art de la radio
se porte bien, puisant même dans la floraison des nouvelles techniques de communication -
réseaux numériques, satellite, CD-Rom, CDI - de nouvelles incitations à créer
avec le son, par le son, vecteur immatériel du réel et de l'imaginaire.
Car loin de constituer un handicap, la "cécité volontaire" sur laquelle il se fonde
est une vertu majeure : la réalité moins l'image, ne produit pas une réalité
amoindrie, mais une réalité recomposée, propice à de nouveaux cadrages,
à de nouveaux récits, à de nouvelles fictions.
Pourtant si la première oeuvre sonore écrite directement pour la radio a
été lancée sur les ondes il y a déjà plus de 70 ans*,
la carte de ce nouveau continent de
création est encore partielle, car - faut-il le souligner ? - trop rares sont aujourd'hui
encore les occasions, pour les auteurs comme pour les radios, de mener de manière volontaire
cette exploration. C'est pour stimuler cette recherche et combler ce vide paradoxal qu'a été
institué il y a dix ans ce Concours.
Si sa notoriété dépasse aujourd'hui les frontières de l'Europe, ses objectifs n'ont pas varié :
montrer la richesse et la diversité d'un art qui enjambe allègrement les genres et les techniques et
qui ignore les frontières de la langue, en révéler les nouveaux auteurs, leur offrir l'attention
des critiques et le tambour des médias.

This category aims to reward the author of a fresh, innovative work. Original scripwriting,
dramatization, or a pilot programme of planned series, it will strive to cater for a generation of
listeners whose aural experiences have been closely linked to the portable cassette player,
and to offer a fun and entertaining use of the narrative, language, music and sound sources in
general.
Maximum duration of each recording or episode : 10 minutes.Number of recordings : unlimited.
Language : any. Submitted entries must include the recording accompanied by the script in its original language
and a French translation.
This category aims to discover authors of shorts format radio drama. It will reward a drama serial/soap opera project (original scriptwriting or dramatization) which makes use, in an exciting and innovative way, of sound effects, music, narrative, dialogue and structure. The author has complete freedom as to the theme and subject area (science fiction, detective, adventure, fantasy, historical...), but the dialogue should not involve more than 8 characters. There is no limit to the number of episodes, but each 10 parts series will need to be broadcastable as an independant unit. The winning entry will be produced in a fully professional environnement (actors, composer, musicians, sound effects, illustration, mixing, production). The completed serial will be proposed for broadcast, to a number of French speaking public and commercial radio stations.
Maximum duration of each episode: 3 minutes, signature tune not included. Number of episodes: unlimited. The submitted entries must include a detailed synopsis in the original language with a French translation of the first 10 episodes. Clear indication of dialogue, music and sound effects must figure on all scripts.
Award devoted to a programme compiled from documents or accounts relating the adventure of radio stations.
Maximum duration: 90 minutes. Language: Any. Submitted entries must include the recording, accompanied by the script in its original language and a French translation.
"To paint the visible is far from easy; to depict the world of sound, the giddiness of the aural faculty, this inner and motionless journey through the radio medium, and to render the work of these artists of the airwawes: actors, producers, presenters, sound sculptors, sound designer... sensitive, is a real challenge to the film maker. Thus, we are throwing the gauntlet to video and film makers alike. Let us enter the fiery world of sound through your pictures; let us feel the breath of words, the ubiquity of the airwaves, the mobility of sound... let us discover the faces of these mysterious beings that inhabit the airwaves... let us climb up this tower of Babel which abounds of invisible rumours and noises..."
This category will reward a short film or video project, dealing with the subject of radio, sound and aurality. No style, technical or format (fiction, short story, documentary, portrait, commentary, etc...) restrictions.
Maximum duration: 10 minutes. Language: Any. Assessment on a written synopsis. For language entries, a complete French translation of the synopsis is required. This project should be no longuer than 10 minutes and consistent with a two week film or video production and post production period.
An international jury panel, made up of sound/audio professionals and experts from the video, television and cinema industries, will select the best project.
The winning entry will be shown at LADA 96 L'Arte dell'Ascolto festival in Rimini (Italy) and Université d'Eté de la Radio in Arles. It will also be made available for broadcast to a number of French foreign television networks.
This category will reward the best black and white or colour photo portfolio, on the subject of radio, sound and aurality. The award winning photographs will be exhibited in Arles in July 1997 and subsequently published by Phonurgia Nova. The winning entry will be determined by a panel of professionals from the world of photography.
Article 2
Eligibility : Only works produced after 1992 are elegible. Works that have already been published on CD, cassette, video, or book are not eligible.
Article 3
Labelling of entries. A separate entry form must be submitted for each production entered as a single entry. Only one entry form should be submitted in a series or compilation entry. There is a limit of one production per topic. It is absolutely essential for all recordings and proposals to be accompanied by a short synopsis and a complete programme billing written in French, detailling: the chosen category, title and sub-title, duration, referenced material used in programme, name, adress and signature of the co-producers/authors if applicable. Be accompanied by the authors/producers biography and the appropriate registration fee. (see below). If the work was produced by a recording studio, independant production company or by a radio station, the author/producer will need to have the clearance from the appropriate production company. All references to the authors and/or radio stations name, which are liable to influence the jury, should be removed from the tapes. Production in any language may be entered. Programmes or proposals which are not in French must be accompanied by a complete script, in its original language and by translation in French.
Article 4
Technical requirements. 1 /Audio works must be recorded on R-DAT (44.1 kHz or 48 kHz),
or on 1/4 inch reel to reel tape, 7,5 ips or 15 ips. Standard audio cassettes will not be considered. 2 / Photography category. Are admissible black and white prints, colour prints and slides.
Article 5
Deadline. Complete entry forms, entry fees, scripts and recordings must reach Phonurgia Nova no later than 21st of June 1996. Send entries to: Phonurgia Nova Awards, 23, rue de la Madeleine, 13200 Arles - France.
Article 6
Shipping instructions. All entries must arrive with all transportation costs, customs fees and handling charges prepaid by the entrant. The organisers cannot clear your shipment through customs. It is your responsability to arrange for prepaid delivery to the Phonurgia adress. The organisers will not be responsible for the damage to tapes and paperwork, incured during shipment.
Article 7
Judging. Entries are judged by a panel of personalities from the radio industry, the arts world and the media. Their names will be revealed on the 27th of July 1996. Their decision will be final and no correspondance will be entertained. Prizes and monies can be concurrent or shared. Additional prizes may be awarded. However if the panel of judges deems the quality of the submitted material insufficient, it has the right to withhold the appropriate prizes.
Article 8
Awards ceremony. The nominated entries will be announced on the 30th of June 1996. The awards ceremony will take place on the 27th of July at the Théâtre Antique in Arles, at a special evening held in celebration of the Centenary of Radio. The prizewinning entries will be announced in presence of the jury representatives. The complete prize an honours list will be sent to newspapers, radio stations, corporate partners and sponsors.
Article 9
Promotion and broadcast of prizewinning entries. The nominated programmes will be promoted and made available for broadcast to a number of French and foreign networks, and for presentation at International Radio festivals. Programmes used broadcast will be declared to the appropriate author/performing rights societies, enabling its author/producer to obtain payment he/she is entitled to. The prize winning programmes will all be broadcast on Radio Nova 101.5 FM in Paris, and by various French and Foreign radio stations, whose names will be announced at a later date, to the appropriate producers and authors. In France, the broadcast of prizewinning programmes will be announced in the media pages of our festival partner, the newspaper Libération.
Article 10
Disposition of entries. No entry material will be returned. Copies of the nominated programmes will be retained by Phonurgia Nova for possible presentation during the Festival and usage at various promotional/media events, within the usual legal and copyright remits. Ultimately, the programmes will be included in the Phonurgia Nova Archives and made available for public consultation, after authorization from the appropriate copyright owner.
Article 11
Entry Fees. Entry and registration fees: 200 Francs per submitted entry. All payments from outside France must be made by International Money Order, by a cheque written on a bank located in France, or by direct bank to bank transfer to: Agence BNP Arles, 10 place de la République, 13200, Arles, France. Account number 0004400991656. All bank charges must be prepaid. No refunds will be made.
Article 12
Entry Form. Authors and producers wishing to partake in the 6th Phonurgia Nova Awards must complete and sign the enclosed entry form (countersigned by commissioning company if necessary), and agree to abide by the rumes and regulations outlined in this document.
